Why a separate policy
Is my German travel health insurance valid in Ukraine?
In most cases it is not — and it is better to know this before you leave. German travel and international health policies almost always contain a war clause or exclude countries under a travel warning from the Federal Foreign Office (Auswärtiges Amt); a travel warning has been in place for Ukraine since 2022. The European Health Insurance Card (EHIC) issued by the statutory health funds is not valid in Ukraine either. At the border you are also asked for a policy that explicitly covers Ukrainian territory for your entire stay. That is what this policy is for: the same one travellers of every nationality use to enter.
What does the Ukrainian border guard check?
-
01
That the policy is valid for Ukraine.
The country must be named in the document: a «Europe» or «Worldwide» policy that excludes war zones is not enough.
-
02
That the term covers the whole stay.
The end date of the policy must be on or after your planned day of departure.
-
03
That the insurer is authorised in Ukraine.
The policy number is checked in the insurer's register: EUROINS is listed in the Ukrainian register of insurers.
Practical tip: search the terms of your existing insurance for «war clause» (Kriegsklausel), «travel warning» (Reisewarnung) and «territorial scope» (Geltungsbereich). If Ukraine is not explicitly included, the policy will not be accepted at the border. Legal basis: Resolution No. 57 of the Cabinet of Ministers of Ukraine and Art. 7 of the Ukrainian Border Control Act.
Cover
What does the policy cover in Ukraine?
Emergency medical treatment, hospital stays, ambulance, urgent dental treatment and medical evacuation — up to €30,000 on the Complete plan. Complete also includes injuries caused by acts of war, radiation exposure and repatriation of remains. Treatment is organised by the insurer's assistance centre, which can be reached in Ukraine around the clock.
€30,000
Sum insured
The level set by Ukrainian rules for the entry of foreign nationals. Covers doctor's visits, diagnostics, in-patient treatment, emergency surgery and medication prescribed in hospital.
-
War risk Complete
Injuries caused by acts of war are insured — the element that typical travel policies generally exclude.
-
Medical evacuation
Transport to the nearest suitable hospital, across the border too if medically necessary.
-
Ambulance and emergency room
Emergency number 103, transport and first aid, coordinated by the assistance centre — without paying up front.
-
Urgent dental treatment
Acute pain, abscess, accident: emergency treatment is included in both plans.
-
Radiation and repatriation Complete
Radiation exposure (optional add-on) and repatriation to Germany are included in the Complete plan. They are excluded from the Basic plan.
What is not covered — as with any travel health insurance
- Chronic and pre-existing conditions and their foreseeable treatment
- Non-urgent treatment, check-ups, planned procedures and cosmetic treatment
- Accidents under the influence of alcohol or drugs
- Luggage, trip cancellation and liability: this is health insurance, not an all-round travel package
The full terms are in the policy PDF (English and Ukrainian), which you receive by email after payment.
Who it is for
Who travels from Germany to Ukraine today?
Volunteers and aid organisations, business travellers and reconstruction specialists, journalists, German-Ukrainian families and people visiting relatives. Their needs differ, but the rule at the border is the same for everyone: a policy that covers the entire stay. Here is what suits whom.
Volunteers and aid organisations
Missions of two weeks to six months, often close to the front line. The Complete plan with war risk makes sense: many organisations require it before departure. Up to 180 days in a single policy.
Business trips and trade fairs
Short trips of 3–7 days to Kyiv, Lviv or Odesa, often planned at short notice. The policy is issued in 15 minutes — even from Przemyśl station or from the coach, before border control.
Journalists and media
Research and reporting: here war risk is what counts. The Complete plan covers injuries caused by acts of war and medical evacuation.
German-Ukrainian families
Partners and children with a German passport visiting relatives. You can add up to 9 fellow travellers in the form: one order, one payment, one policy per person.
Reconstruction and engineering
Engineers, fitters and energy consultants on assignment for one to three months. Complete is recommended; for the next stay you simply buy a new policy online.
Dual nationals
If you enter on your German passport, the Ukrainian border guard treats you as a foreign national: the policy is required even if you also hold Ukrainian citizenship.
Prices
How much does travel insurance for Ukraine cost?

How it works
How long does it take to get the policy?
About 15 minutes from the first form field to the PDF in your inbox. No registration, no document upload: a passport, an email address and a card are all you need.
-
0–5 min
Fill in the form
First and last name as in your passport, passport number, email, phone. Then entry date, length and plan. Fellow travellers are added in the same form.
-
5–7 min
Confirm your email
You receive a 4-digit code. Once you enter it, you are taken to the secure WayForPay payment page.
-
7–9 min
Pay by card
Visa, Mastercard, Apple Pay or Google Pay with 3-D Secure. Your card details do not pass through this website.
-
9–15 min
Receive the PDF
The policy arrives by email from the insurer EUROINS. Save it on your phone or print it: at the border you show it together with your passport.
Before you leave: what should I prepare?
Seven things to do before boarding the train to Przemyśl or the coach. None takes more than ten minutes.
-
Valid passport
German citizens enter visa-free for up to 90 days within 180 days — but only with a passport. The German ID card (Personalausweis) is not accepted.
-
Health insurance for Ukraine
PDF saved on your phone and, if possible, printed. The border guard checks name, dates and policy number.
-
Register on the crisis-preparedness list (ELEFAND)
The Federal Foreign Office list lets the embassy reach you in an emergency. Explicitly recommended for trips to Ukraine.
-
Save key contacts
German Embassy in Kyiv (check availability on kiew.diplo.de), Federal Foreign Office, emergency number in Ukraine 112, ambulance 103.
-
Cash and card
Visa and Mastercard work almost everywhere in Ukraine. For taxis and small purchases at the border, a few hryvnias or euros in cash are useful.
-
SIM card and roaming
Whether your tariff includes Ukraine depends on your provider — check before you leave. A prepaid SIM from Kyivstar, Vodafone or lifecell costs a few euros at any station.
-
Install the air-raid alert app
Install «Повітряна тривога» (Air Alert) and switch on the region you are staying in. The app also tells you when the alert is over.

What you receive
What does the policy I show at the border look like?
A PDF from the insurer EUROINS in English and Ukrainian. The border guard checks three things: your name, the dates and the policy number.
-
Name as in the passport
The spelling must match the machine-readable line of your passport — that is why we ask for it in exactly that form.
-
Period covers the whole stay
The days of entry and departure are included. If you stay longer, you buy a new policy online.
-
Policy number can be verified
The number is kept in the insurer's register. That is exactly what the border guard checks on entry.
-
Emergency number in the document
The 24/7 assistance number is on the policy. In an emergency call it first: it organises treatment and payment of the costs.
