Yes. Resolution No. 57 of the Cabinet of Ministers of Ukraine and Art. 7 of the Ukrainian Border Control Act require every foreign national to hold health insurance that is valid on Ukrainian territory for the entire length of the stay. Without a policy the border guard may refuse entry.

In most cases it is not. Typical travel and international health policies contain a war clause or exclude countries under a travel warning from the Federal Foreign Office (Auswärtiges Amt) — a travel warning has been in place for Ukraine since 2022. Check the sections «territorial scope» (Geltungsbereich), «war clause» (Kriegsklausel) and «travel warning» (Reisewarnung) in your terms: if Ukraine is not explicitly included, the policy will not be accepted at the border.

€24.75 on the Complete plan (€30,000 sum insured, war risk included) and €15.44 on the Basic plan, all fees included. Each additional day costs €1.73 (Complete) or €1.08 (Basic). The calculator at the top of the page shows the exact price for any length from 3 to 180 days.

The border guard may refuse entry. In practice many travellers buy the policy from their phone while still in the queue: issuing takes about 15 minutes and the PDF arrives by email — so with mobile reception the problem can be solved on the spot.

No. German citizens enter visa-free for stays of up to 90 days within 180 days. A valid passport is required; the German ID card (Personalausweis) is not accepted. Health insurance remains mandatory regardless.

Yes, on the Complete plan. Injuries caused by acts of war are included in the medical cover up to €30,000, as are medical evacuation and repatriation of remains. The Basic plan does not include war risk.

Yes. In the form you add up to 9 fellow travellers, each with name, passport, date of birth and citizenship. Every person pays the same price, payment is made once, and each person receives their own policy in the PDF.

The PDF arrives by email a few minutes after payment, usually within 15 minutes of starting the form. At the border it is enough to show the document on your phone together with your passport; a printout is not mandatory but recommended.

If you enter on your German passport, the border guard treats you as a foreign national and the policy is required. If you enter on your Ukrainian passport, the policy is not mandatory — health insurance still makes sense, because the public health system does not cover non-residents. As a dual national, also bear in mind the martial-law rules on leaving the country.

Yes. The start date can be today. This is useful if you entered with a short policy and are staying longer: you buy a new policy with the start date you need, for up to 180 days.

As with any travel health insurance: chronic and pre-existing conditions, non-urgent and planned treatment, cosmetic procedures and accidents under the influence of alcohol or drugs. Luggage, trip cancellation and liability are not included. The full terms are in the PDF, in English and Ukrainian.

The insurer is EUROINS, a company with a Ukrainian licence supervised by the National Bank of Ukraine. The policy number can be verified in the insurer's register — this is exactly the check the border guard carries out. Sales are handled by the WelcomeUkraine platform, which has issued more than 45,000 policies since 2022.

You call the assistance centre number shown in the PDF (available around the clock) or 103 for an ambulance. The centre organises a doctor's visit, hospital stay or evacuation and settles the bill directly with the clinic up to the sum insured — in most cases without you paying up front.

Yes, before cover starts: write to info@insuranceforvisitukraine.com and quote the policy number. Once cover has started, no refund is provided. The details are under «Withdrawal and refunds».

Visa, Mastercard, Apple Pay and Google Pay via the secure WayForPay payment page with 3-D Secure. Your card details do not pass through this website. The payment confirmation arrives by email together with the policy.

No. The German Embassy in Kyiv provides consular assistance: it keeps in touch with you, informs relatives and puts you in contact with doctors or lawyers. It does not pay treatment or repatriation costs; under the German Consular Act any financial help has to be repaid. That is what the policy is for: the assistance centre settles the bill directly with the clinic.

No. Ukraine is not part of the Schengen area, and German citizens need a valid passport. The ID card (Personalausweis) is not accepted at the border, not even for short stays. Children need their own child passport or passport.

ELEFAND is the free crisis-preparedness list of the Federal Foreign Office: you enter your travel dates and contact details so that the embassy can reach you in an emergency. Registration is explicitly recommended for trips to Ukraine. It takes about five minutes at krisenvorsorgeliste.diplo.de and does not replace insurance.

The travel warning is urgent advice, not a ban: German citizens may travel to Ukraine, and the borders are open. Its practical consequences mainly concern insurance — many German policies are not valid in countries under a travel warning — and package holidays, which can be cancelled free of charge. That is why you need a policy that explicitly includes Ukraine.

No, it is health insurance: it covers your medical treatment after an accident, but not vehicle damage or liability. For the car you need the Green Card (International Motor Insurance Card) valid for Ukraine («UA») or border insurance, which you buy at the crossing. More in the guide on travelling by car.
